PROGRAMME BUDGET OFFICER, NOB JOBS AT UNICEF

UNICEF Nigeria the services of an experienced programme Budget Officer to oversee the efficient utilization of financial resources through proper management, monitoring and of the Nation’s Co’s programme funds from budget allocation to utilization. Coordinate all activities of the budget unit in the monitoring of programme allotments, donor proposals and donor reports as well as provision of various strategic reports to management and other sections in UNICEF

CONTRACT TYPE: Fixed-Term
JOB LOCATION: Abuja
DURATION: Two years
JOB DUTIES:

  • Coordinate with programme budget allotments issuance, revision, extension and adjustment as well as on issues regarding allocations and conditionality in UNICEF. Coordinate with field offices allocation of budget allotments as per donor in UNICEF

  • Conduct regular review and reconciliation of PBAs against HQ fund utilization cube in terms of allotments and actual expenditures in UNICEF. Analyze funding situation and prepare monthly reports for review by the supervisor

  • Advice the Supervisory or Deputy Representative on any programme budget that are low on utilization keeping in mind the performance target set by the office or with any deviation from donor conditionality

  • Provide support to field offices on issues related to funding status, policy and procedures as well as the management of their income, carry out training to staff as needed by keeping abreast of UNICEF Accounting, financial and operations procedures and guidelines

  • Be responsible for managing the project on cross-sartorial Technical Assistance and account for its utilization through timely requisition, monitoring of obligations and expenditures in UNICEF



JOB MINIMUM QUALIFICATION AND COMPETENCIES

  • University degree in Business Administration, Management and Accounting. A postgraduate degree or diploma in management/Accounting/financial budgeting, specialize training in Resource planning or data base systems

  • Excellent knowledge of writing and spoken English and standard accounting, advanced knowledge of UNICEF policies, procedures and guidelines in programme management or finance

  • Good judgment, initiative, analytical skills, ability to conduct training, Computer literate, audit reviews, work in team and multicultural environment

  • Passion and commitment to UNICEF’s mission and professional values
